Blue Grass Airport Taxiway Safety Enhancement Program (TSEP)
The $60 million Taxiway Safety Enhancement Program (TSEP) was a transformative multi-year FAA-funded program that addressed the most recent FAA priorities for safety while enabling the airport to accelerate other locally driven capital improvements. The design, led by CMT, was a culmination of the Master Plan also led by CMT.
Key components of the TSEP included the following:
- Reconfiguration of parallel Taxiway A and primary connector Taxiway C (primary runway)
- Relocation of various airport buildings, including a new ARFF and Operations Facility
- Demolition of existing Snow Removal Equipment building (replacement facility by others)
- Site preparation involving extensive grade variations
- Roadway, parking, and airfield service roads
- Airside and landside electrical and lighting
- 2.5-acre Deicing Pond
- Environmental assessment coordination and processing
The multi-year program required constant evaluation and adjustment, with flexible bid packages to maximize funding opportunities. CMT also facilitated a streamlined value engineering workshop with the airport to identify cost-saving measures. Overall, the project’s potential was a result of CMT’s ability to creatively maximize federal discretionary funding eligibility by aligning and justifying program elements with new FAA design standards.
