Jefferson County Bicycle & Pedestrian Masterplan
CMT led the development of the first comprehensive Walk Bike Master Plan in Jefferson County, MO, aimed at establishing a cohesive network for walking and biking. The plan outlines a phased implementation approach that increased activity and promotes active transportation connections across county destinations and assets, including the City of De Soto and the proposed Amtrak Station. The project included an existing conditions analysis where roadway data was used to assign a Pedestrian Level of Service and a Bike Level of Traffic Stress to all study area roadways.
Equipped with data on existing conditions, CMT proposed a network for walking and biking that also included design guidance on typical sections for varying facility types. Projects were scored using a set of factors such as safety, equity, residential density, and several other factors to aid the County in project prioritization for implementation. The entire project included a robust engagement plan, inclusive of an advisory committee, community intercept events, walking and biking audits, a project website, and traditional open house events.
